为多角色（多个 AI agent + 用户本人）协作的项目建立纯文档化的协作治理机制。当用户说"多agent协作""团队分工""agent信箱""多个角色一起做项目""避免多人改同一处""别让我被重复追问""防止撞车""统一决策""建立协作机制""瓶颈交接""切换会话""接力告知""别在一个成员死磕""项目已经乱了""文档互相矛盾""谁改的忘了""治理体检""轻量协作"时触发。自动生成三层治理骨架（决策真相源 DECISIONS.md + 协作契约 + 异步信箱 沟通/ 文件夹），以及可选的进度看板与治理体检脚本；用编辑锁（带超时/抢占）、统一决策入口、信箱投递、交接原则四条纪律替代实时沟通，防止 agent 互相撞车、防止用户被重复追问、并避免某一成员在瓶颈处死磕导致进度失衡。支持轻量/标准/大型三档规模自适应，并覆盖决策撤销修订与项目收尾退役。
