宿舍成员说出任何"要做一件事"的需求、想法、提议时，立即生成审批单（发项目留言 + 建项目待办），并 @ 除自己外的全体项目成员投票。成员名单用 project_members 动态获取，不写死。全票通过制，一人反对即驳回。覆盖建单 / 表态计票 / 查待我表态 / 看现状 / 撤回全流程，编号采用展示标题 [月.日-当日序号-申请人] 与内部 qXXX 双轨制，身份运行时探测。当消息含触发动词（想吃/想喝/想买/想卖/想扔/想换/想改/想修/想装/想交/想订/想加/想减/想退/想养/申请/发起）或时间词（中午/晚上/今晚/明天/周末…）+ 吃/喝/做/买组合时调用。
