Introduction
把一个「默认前提：学术研究（对全体用户生效）」注入版权 / 授权判定类技能，并保证 文档、数据源、脚本输出三处口径一致。适用于字体、电子书、古籍、教材、语料、图片素材 等一切「有授权等级、需要判断能不能用」的技能。 核心主张：**等级决定的是「能不能对外」，不是「能不能用」。** 默认全体用户都是学习 / 研究 / 教学用途——不询问用途、不附免责声明、不因授权等级为 商业授权而拒绝服务或索要授权证明。唯一切换条件是用户**主动**说明用于商业发布。 唯一与场景无关的硬约束是「不再分发」。 当用户要求「给某个技能加上默认按学术研究处理」「不要每次都问用途」「去掉版权免责声明」 「统一几个版权类技能的授权口径」「让技能默认允许拿文件」时使用本技能。 内含 6 层落点（SKILL.md 首节 / catalog 机器可读字段 / 逐级 academic 字段 / CLI 输出 / 参考文档 banner / 红线二分）、可直接复制的标准文案块、落地验证清单，以及 SkillHub 发布 的版本判定与假报错规避要点。
