Introduction
通信工程监理领域的「法律/标准检索」原子能力，补齐六轴框架里唯一空缺的「法律检索」轴。提供两种模式——①离线引用校验（确定性护栏，扫描文本中的标准引用，对照已纠正基准库揪出误引）；②在线现行性核验（按 standard_watchdog 实证经验固化的工作流，判定现行/废止/替代）。核心解决反复踩坑的标准硬错：90%达标率应引 YD/T 3328-2023（非 YD/T 2400-2012）、10Ω接地电阻应引 GB 51158-2015（非 GB 50847-2012）、安全生产费 2% 应引财资〔2022〕136号。③离线条文检索（模式 C）——38 部标准全文（**全 fulltext，punct_broken 已归零**）+ 10 部摘录，按 fulltext / punct_broken / excerpt 三档标注可信度与引用纪律（摘录件禁作条文引用；5 部通信核心标准文字取自非官方汇编站、**表体为空**，引用条文尤其强制条文前须回 T1 核对），缺口清单登记未入库与错录标准，引用条目前先回原文而非凭记忆。④现行性状态（2026-10-01 全库联网核验 + 两轮覆盖补强）——基准库 140 条：现行 126 / 废止 7 / 被替代 6 / 已公布未生效 1；法规文号 26 条；13 条旧号已登记替代关系、其中 12 条带误引拦截规则（引用旧号即报 violation 并给出替代标准，自证样本 2026-10-01 扩至 29 例）；另有 6 部「整部现行但强制性条文已被 GB 550xx 通用规范废止」单列引用纪律，10 部待跟踪修订计划。
