项目脚手架
Introduction
在项目开始时将规则、状态、目录地图与事件记录落成文件，使后续会话通过读取文件恢复上下文，而不依赖聊天历史。一次运行生成 AGENTS.md 规则入口、状态与任务、目录地图、事件记忆与项目技能占位；已存在的文件默认不覆盖。关键词：「新建项目先立规则」「给项目立规矩」「补一份 AGENTS.md」「按规则开工」， scaffold / bootstrap 项目规则。
