QICF 开发者上架工具，帮 AI Agent 一站式完成 Skill 商品对接 QICF 402 收款的三件事：查、生成、测。 触发意图：用户说「帮我把 Skill 接入 QICF 402 收款」「检查我的 SKILL.md 与 QICF 服务端契约是否一致」「生成支付宝 AI 付 Machine Pay 对接示例代码」「模拟买家测一下我的 402 端点」时调用。 场景一（上架自检）：contract-validate 逐参数校验 SKILL.md 与服务端契约并输出报告，可精准检出文档漂移——如文档写 theme=research 而服务端枚举是 work，会报错并列出全部合法值。 场景二（代码生成）：codegen-402 一次生成四文件示例包：账单八字段字典序 RSA2 签名、凭证验付六项校验、履约回执确认，与 QICF 生产链路逐位对齐；密钥一律环境变量占位，生成物内永无真实密钥。 场景三（端点探测）：simulate-buyer 以模拟买家身份对目标 402 端点黑盒探测三环节（出账单、凭证重试、履约回执），逐环节给结论；内置 SSRF 防护（仅 https、拒私网环回、限 3 URL、5 秒超时）。 本工具与 QICF 认知报告相互独立，是独立的开发者侧增值档口。
